How federalism Practised ? Constitutional provisions are necessary for the success of Federalism but these are not sufficie . To make federalism a success the nature of democratic politics in India has played a vital role. 1 . Linguistic States : After independence in the year 1950 the boundaries of several old states were changed in order to create new states. Even three states i.e., Uttrakhand, Jharkhand and Chhattisgarh were created in November 2000. This was done to ensure that the people who speak the same language, share common culture , ethnicity or geography could live in the same state. 2 . Language Policy : In 1956, an Act was passed by Sri Lankan Government to recognise sinhala as the only official language but Indian political leaders have shown flexibility while adopting language policy.
