 What is Federalism?

A system of government in which power is divided between a central authority and constituent political units.

FEATURES OF FEDERALISM 

Two or more level of government.

Each tier has its own jurisdiction in specific matters of  Legislation, Taxation  and  Administration.

These Jurisdictions are specified in the constitution So, existence and authority of each tier is Constitutionally guaranteed .

Sources of revenue and clearly  specified for each tier of  govt. to ensure FINANCIAL AUTONOMY.

Federalism

   Residuary Powers : Matters which are not included in the division of powers , are known as Residuary Powers.  It was felt that there can be subjects which are not mentioned in either of these lists. The central government has been given the power to legislative on these residuary subjects.     (2).     Three tier system: As discussed earlier under a Federal government different tiers of government govern the same citizens. This is true for Indians. How federalism Practised ?   Constitutional provisions are necessary for the success of Federalism but these are not sufficie . To make federalism a success the nature of democratic politics in India has played a vital role.   1 .    Linguistic States : After independence in the year 1950 the boundaries of several old states were changed in order to create new states. Even three states i.e., Uttrakhand, Jharkhand and Chhattisgarh were  created in November 2000. This was done to ensure that the people who speak the same language, share common culture , ethnicity or geography could live in the same state.     2 .   Language Policy : In 1956, an Act was passed by Sri Lankan Government to recognise sinhala as the only official language but Indian political leaders have shown flexibility while adopting language policy.
